Testimony to FUSD Board of Trustees
July 28, 2009

My name is Marilyn Singer, and I am speaking for the LWVFNUC.

The LWVFNUC is pleased that the District is working to bring FUSD into compliance by teaching comprehensive sexual education as part of the health curriculum and considering the use of supplemental videos that will make FUSD compliant with the State mandate for comprehensive materials . The League hopes that the Board will approve the recommended supplemental videos so that they can become a part of the curriculum before school opens in September.

Safe Schools are an absolute necessity so that all students have an environment where they are able to learn and thrive without fear of harassment. Giving clear direction to staff to implement policies that provide this environment should be high on your agenda.

For several years the League has been encouraging you to put into place comprehensive, easily understood policies for the elimination of harassment that include gender-identity and sexual orientation issues. This Board needs to make sure that principals and staff at every school site have been in-serviced so that these policies are uniformly administered. All students, parents and guardians need to be informed of the policies and the consequences if the rules are violated. This information needs to come from the Board and the District Office. There should be zero tolerance for people who choose not to follow the rules.

Your job has been difficult in this time of budget cuts, and we know that you are trying your best to continue to deliver quality education. Safe Schools rules are not costly, and in the long run enrollment will increase as more students feel comfortable attending schools where they know they will be protected from bullying and harassment.

Thank you.
